الدور الفعلي لمدير المدرسة في مدارس مديرية التربية والتعليم الحكومية بمحافظة جرش ومعيقات العمل

Abstract


ملخص

هدفت هذه الدراسة معرفة دور مدير المدرسة الفعلي في مدارس مديرية التربية والتعليم الحكومية بمحافظة جرش ومعيقات العمل، وقد تكوًن مجتمع الدراسة من جميع مديري ومديرات المدارس الحكومية في مديرية تربية وتعليم محافظة جرش للعام الدراسي 2015/2016. وتم اختيار مدرسة ساكب الأساسية للبنين بمنطقة المعراض كعينة هادفة لأغراض هذه الدراسة. والمدرسة تتكون من أربعة أجنحة و(530) طالباً موزعة على الصفوف من الأول إلى السابع أساسي وفيها (34) معلما وإداريا. وقد استخدمت في هذه الدراسة الادوات التالية: الملاحظة المشاركة، المقابلة المعمقة، الاطلاع على السجلات والملفات. وتم تحليل البيانات بالطريقة الاستقرائية حيث تم استخراج الموضوعات من البيانات ثم صنفت هذه الموضوعات حسب علاقاتها وارتباطاتها مع بعضها بخمس محاور وهي (محور أدوات الإدارة، محور سير العمل، محور الإنتاجية، محور وظائف الإدارة، محور المجتمع المحلي) شكلت المهام الفعلية لمدير المدرسة. وتوصلت الدراسة إلى النتائج التالية: يهتم مديرالمدرسة بشكل كبير بمحور سير العمل ويكاد يأخذ الجزء الاكبر من وقته، ويعطي اهتماما ملحوظا لمحور الإنتاجية والعلاقات الإنسانية بشكل متوازن، وفيما يخص المعوقات التي تعترض عمل مدير المدرسة على أرض الواقع تبين وجود معوقات ادارية وفنية: ككثرة الاعباء والمسؤوليات الملقاة على المدير مع نقص الكادر الإداري المعاون له. ومحدودية  الصلاحيات لمدير المدرسة. أما المعوقات المادية والمجتمعية: تمثلت في ضعف ميزانية المدارس في تفعيل برامجها وخططها. وضعف مشاركة المجتمع المحلي من أولياء أمور ومؤسسات في دعم وتطوير البيئة المدرسية والتعليمية وصولا إلى التشاركية. وأما ما يخص المعوقات والمشكلات المتعلقة بالمباني والبنية التحتية فتمثلت في عدم توافر مقومات الأمن والسلامة في المباني المدرسية، وعدم ملاءمة المباني المستأجرة للعملية التربوية والتعليمية.

 

The Actual Role of the School's Principal in the Schools of the Directorate of Education in the Governorate of Jerash and the Work Obstacles

 

Abstract

This study aims at identifying the actual role of the school principal in the schools of the Directorate of Education in Jerash Governorate and the work obstacles. The study society consists of all principals of the public schools in Jerash Governorate for the 2015-2016 academic year. Sakeb Elementary School for Boys was selected as a targeted sample for this study. The school consists of (4) wings,(530) students and (34) teachers and administrators. The following tools were used in this study: Participatory observation, in-depth interview, access to records and files. The data were analyzed by the inductive manner whereby the topics were extracted from the data and then classified in accordance with their relations and links with each other in five axes (the axis of management tools, the axis of work, the axis of productivity, the axis of management functions, the axis of the community). The study concludes with the following results: The principal of the school is very much interested in the axis of the work process, which almost takes most of his time, and gives a remarkable attention to the axis of productivity and human relations in a balanced manner. With regard to the obstacles that really face the work of the principal, there are administrative and technical obstacles such as the large burdens and responsibilities placed on the principal especially with the lack of assistant administrative staff. As for the physical and societal constraints, these include the weakness of the school budget in activating its programs and plans and the weak participation of the local community and institutions in supporting and developing the school environment. As for the obstacles and problems related to buildings and infrastructure, these include the lack of security and safety in the school buildings and the lack of suitable buildings rented for the educational process.
