خصائص القيادة التحويلية وأثرها في فاعلية عملية اتخاذ القرارات في المنظمات العامة: دراسة تحليلية لفروع الوزارات الخدمية في محافظة الكرك في الأردن

ملخص

هدفت الدراسة إلى التعرف إلى مدى توافر خصائص القيادة التحويلية ومستوى فاعلية مراحل عملية اتخاذ القرارات في فروع الوزارات الخدمية في محافظة الكرك في الأردن وتحديد أثر توافر خصائص القيادة التحويلية في فاعلية مراحل عملية اتخاذ القرارات، ولتحقيق أهداف الدراسة تم تطوير استبانة وزعت على جميع المدراء ورؤساء الأقسام في فروع الوزارات الخدمية في محافظة الكرك في الأردن البالغ عددهم (150).

وتوصلت الدراسة إلى عدة نتائج أهمها: أن المتوسط العام حول توافر خصائص القيادة التحويلية جاء مرتفعاً، وأن المتوسط العام حول مستوى ممارسة مراحل عملية اتخاذ القرارات جاء متوسطاً، كما أن هناك تأثيراً لمدى توافر خصائص القيادة التحويلية مجتمعة في فاعلية مراحل عملية اتخاذ القرارات كاملةً. 

كما أوصت الدراسة بضرورة الإهتمام بخاصيتي التأثير المثالي والجاذبية القيادية من خلال حزمة برامجية تدريبية، والعمل على توفير كامل ودقيق لمتطلبات خصائص القيادة التحويلية والعوامل المساعدة على نجاحها من أجل تمكين تلك القيادات، وكذلك تأهيل قيادة ذات رؤية.

Characteristics of Transformational Leadership and Its Impact on the Effectiveness of the Decision-Making Process in Public Organizations: Analytical Study of the Branches of Service Ministries in the Governorate of Karak in Jordan

Abstract

The study aimed to identify the availability of transformational leadership characteristics and the level of effectiveness of the decision-making processes in the branches of service ministries in the governorate of Karak in Jordan, and to determine the impact of these characteristics on the effectiveness of the decision-making process. To achieve the aim of the study, a questionnaire was developed and distributed  to all managers and heads of departments in ministries of service in the governorate of Karak in Jordan with a total number (150).

The study concluded a number of results, the most important of which could be summarized as following: The general average of the perceptions of the managers and the heads of the departments about the transformational leadership characteristics was high. The general average of the perceptions of the managers and the heads of the departments about the level of practicing the stages of the decision-making process was medium. The effectiveness of the decision-making process was positive. There is also an impact for the availability of the combined characteristics of transformational leadership on the effectiveness of the stages of the decision-making process.

The study recommended giving more attention to both, the ideal impact and leadership attractiveness as characteristics of a training package and providing full and accurate requirements for transformational driving characteristics as well as its success factors. It also recommended qualifying visionary leadership.
